TOP STORY - ACHTENBERG CONFIRMATION
1. Who is Roberta Achtenberg? On what grounds did some U.S.
Senators oppose her nomination? What has Senator Jesse Helms
promised to do in response to those senators who voted in favor
of Achtenberg's nomination? Do you think a pro-Achtenberg vote
is a political "time-bomb"? Why or why not?
2. In what way has President Clinton modified his stance on gays
in the military? Why has he chosen to change his position?
Why do you think it was relatively easy for Ms. Achtenberg to
win Senate confirmation in spite of a lack of public support
for Mr. Clinton's position on gays in the military? If you
were a member of the U.S. Senate, how would you vote on each
issue? State your rationale.
3. Should elected officials cast their votes based on the will of
their constituents or on their personal convictions? In groups
have students search for information on the constituent vs.
conscience dilemma and present their findings to the class.
What issues might generate a conflict between a representa-
tive's personal beliefs and the will of those who elected him
or her? What choice would you want your representative to make
in such a case? If you were the representative, how would you
resolve this dilemma in each situation? Discuss.
THE ECOLOGY - ENVIRONMENTAL SCOUTS
4. What are the aims of the Broward County tire recycling program?
What environmental problems do used tires present if they are
not collected? What uses can be found for old tires?
5. Why did Broward County authorities strike a deal with non-
profit groups like the Boy Scouts? Who else could they have
turned to with this project? What are the advantages/disad-
vantages to both the Scouts and the County in this program?
6. How could you earn a merit badge in tire recycling? Invite
members of your school who are, or who have been, scouts to
share "what it takes" to earn a merit badge. Then have stu-
dents draw up guidelines for a tire recycling Scout Merit Badge
program. Have students design merit badges to accompany their
proposals. Invite a Scoutmaster to assess entries and discuss
with the class the purpose of such programs.
7. Who should be responsible for recycling? How should large,
difficult to dispose of products, such as tires, mattresses,
large appliances etc. be recycled? Distribute the STUDENT
HANDOUT (pg 4). Ask students to imagine that they are
responsible for enhancing the environmental image of a company
("GoodTone Tires"). Students are to design a sticker to
accompany a campaign for their area similar to that described
in the video. What advantages might your company accrue from
such a campaign? How would your company respond if your local
government chose to organize a similar campaign?

1. PREVIEWING: Locate Germany on a world map. Why do some older
maps indicate the existence of two "Germanies"?
2. AFTER VIEWING: How did the division of Germany into East and
West come about? What differences made the two Germanies grow
even further apart? Why did West Germany develop a reputation
as a "haven for the politically oppressed"?
3. What was the Berlin Wall? Why was it built and by whom? Why
do you think that East German authorities did not want people
to emigrate to West Germany? In what way was the Wall "the
beginning of the end of communism"? Is the dismantling of the
Berlin Wall and the defeat of communism at all to blame for the
current resentment and violence within Germany? Explain.
4. Have small groups of students research Germany's Article 16.
What is the historical basis for this broad political asylum
code? How will Article 16 change effective July 1? Have
groups exchange information. Next, have groups collect infor-
mation about the immigrants who have fled to Germany since
1992. From what countries do they come? What conditions have
caused them to flee to Germany? Have groups share information.
Then have each student write a position paper that focuses on
Germany's refugee problem and resulting tensions. In the
paper, have each student identify what he/she believes is most
responsible for these tensions: the open policy under the
current Article 16 or the global conditions that have forced
refugees to leave their countries. Students should support
their rationale with data they have researched.
5. Generate a class discussion about the term "political asylum."
What does it mean? Under what conditions might a person
request "political asylum" in another country? Has granting
"political asylum" caused any problems for that country? Then
divide students into groups. Have each group choose a country
and research its political asylum policy. Have groups present
their information to the class then reconvene. Instruct them
to draw upon the information from group presentations, as well
as their own reasoning, and create a fictitious country,
detailing its political asylum policy. Have groups (a) share
their countries/policies and (b) explain why they chose that
particular policy?

DIRECTIONS: You are a public relations officer for the GoodTone Tire
Co. and are responsible for community relations in your area. You
are to design a publicity sticker that will:
A. Identify your company with the responsible recycling of your
own and your competitor's product.
B. Publicize at least 4 uses for recycled tires or their composite
materials.
C. Increase public awareness of your company's work with non-
profit groups and of what your contribution has allowed those
organizations to achieve.
D. Generate a list of ideas for using or recycling old tires.
E. Find out what non-profit organization candidates are in your
area. Consider Boy Scouts, youth clubs, church groups, etc.
F. Use the logo below as an integral part of your sticker design.
Incorporate slogans, emblems or recognizable signs to depict
the activities and organizations involved with your company.
